About The Client
The Burbank City Employees Association (BCEA) came into existence in October of 1939. In June of 1940, the BCEA was incorporated. The primary objective was to secure Civil Service status for all permanent City employees. Representatives of the BCEA were elected from all departments within the City. The beginning of collecting, discussing, and resolving problems in the workplace was started.
The BCEA is one of five bargaining unions in the City. We are the largest, incorporating more than 750 employees we bargain for and/or represent each day. We cover all the clerical, trades, and general employees – over 125 different classifications. We are the only organization that represents its members in bargaining with management for wages, fringe benefits, and much more.

Project Background
The Burbank City Employees Association (BCEA) found themselves in a digital crisis when their previous web design company abruptly ceased operations, leaving them with an outdated website they couldn’t access or modify, and a domain name held hostage. As an organization responsible for serving city employees, their inability to communicate effectively with members through their digital platform was becoming increasingly problematic.
BHM stepped in with an urgent response, first undertaking the complex task of tracking down the previous designer to secure BCEA’s domain name. Once resolved, we developed a comprehensive new website centered around a robust Members Dashboard. This secure portal now serves as a dynamic hub for BCEA members, featuring an interactive event calendar, an integrated online store, regular Business Manager Updates, and timely news bulletins.
The transformation has restored BCEA’s digital independence and significantly enhanced their ability to serve and engage with Burbank’s city employees through a reliable, modern platform.
